The PPP research center of Shanghai University of Finance and economics has three levels of operation organization.

（3） Business department

Functions of business departments: database construction and management, consulting and project evaluation, theoretical research, teaching and training, etc. There are four business units

1. PPP consulting and Evaluation Department

Objective: to cooperate with government departments and enterprises, and to be commissioned to produce relevant consultation and evaluation reports.

Person in charge: Fang Fang (secretary of the Party committee and associate professor of the school of public economics and management)

2. PPP Research Institute

Objective: To study PPP theory and major issues, to accept the entrustment of governments at all levels to provide policy analysis and policy recommendations.

3. PPP database management center

The most relevant information about PPP in China.

Person in charge: Wang Yin (permanent associate professor, School of public economics and management)

4. PPP Training Center

Objectives: PPP business training, academic education plan, textbook compilation.

Person in charge: Liu Yonghe (director of the office of China Academy of Public Finance)

（4） Sub center

In order to promote the combination of theoretical research and practice, promote the rapid transformation of scientific research results, better serve the local and society. The center actively cooperates with provincial financial departments to help local governments solve key and difficult problems in PPP project operation by setting up sub centers. On March 24, 2017, Henan sub center of PPP research center of Shanghai University of Finance and economics was listed in Henan Provincial Department of finance.

The Henan sub center of Shanghai University of Finance and Economics's government and social capital cooperation (PPP) research center is subordinate to the Henan Provincial Department of finance. It operates independently and receives business guidance from the research center of Shanghai University of Finance and Economics's government and social capital cooperation (PPP). The major issues are filed with Shanghai center.

At the same time, we should actively promote the construction of central and Western Provincial sub centers in Guangxi, Guizhou, Sichuan, Anhui, etc.
