1、 Organization Profile

PPP is a new model of resource allocation and national governance. In order to better promote the development of PPP in China and accelerate the improvement of relevant policies, systems and theoretical research, with the full support of the Ministry of Finance and the government and the social capital cooperation (PPP) center, Shanghai University of Finance and economics, together with Shanghai Hongyi Management Consulting Center (limited partnership) and Dayu Jieshui Group Co., Ltd., jointly established the Shanghai University of Finance and economics government on November 18, 2016 And social capital cooperation (PPP) research center . The center is one of the first six university PPP research centers authorized by the PPP center of the Ministry of finance.

As an interdisciplinary research and personnel training platform, the PPP research center of Shanghai University of Finance and economics is mainly responsible for the research on major theoretical and practical problems in PPP field, proposing research results with academic value and constructive suggestions, undertaking research projects entrusted by the government and international organizations, and conducting PPP training for domestic and foreign countries, We should promote the specialization and professionalization of PPP practitioners, provide PPP related consulting services, promote international exchanges and cooperation, and promote academic exchanges. The goal of the center is to build it into a national professional think tank, a high-end talent training base and an international exchange center in the field of PPP.

2、 Institutional functions

The basic functions of PPP research center of Shanghai University of Finance and economics include scientific research, decision-making consultation, personnel training and project evaluation.

（1） Scientific research

The fields of PPP academic research mainly include five aspects

1. PPP theory, policy and system research

The center focuses on the relevant theories, policies and systems of PPP, as well as the key and difficult issues in the development of the industry, and draws on the successful experience of the international community to carry out special research, so as to promote the healthy development of China's PPP industry.

2. Research on cooperation with government departments and enterprises

The center carries out research on the top-level design and planning of the PPP industry and the specific operation of PPP projects in conjunction with the relevant departments of the central and local governments at all levels. At the same time, it is entrusted by the PPP government, social capital and relevant institutions to carry out research on management mode innovation, so as to promote the innovation and improvement of the management system and operation mode of the PPP industry.

3. Write PPP standard textbooks

In view of the lack of PPP teaching and training materials, the center will compile a number of application-oriented teaching materials, such as PPP theory and practice, PPP international experience, PPP tax planning, PPP typical case analysis, etc., to meet the needs of relevant teaching and training.

4. Establish PPP database

According to the needs of PPP development in China, the center will gradually establish PPP industry related database and PPP case database to provide application and research services for the political, industry and academic circles.

5. Carry out international exchanges and cooperation

By employing international PPP experts to cooperate in research, undertaking research projects entrusted by international organizations, learning and exchange, the center strengthens international exchanges and cooperation, and forms an international exchange and Research Center in the field of PPP.

（2） Decision making consultation

1. The center will actively explore the areas not covered by the existing system, report the Research Report and decision-making consultation results to the State Council and relevant decision-making departments through the Ministry of finance, so as to promote the reform and innovation of PPP related policies and systems.

2. Provide top-level design and planning of PPP industry for local governments.

（3） Personnel training

The center will carry out multi-level personnel training in PPP industry to meet the talent demand of PPP industry development. It mainly includes:

1. Technical personnel of PPP business. In the training of undergraduate and graduate students, the theoretical and applied education of PPP should be strengthened, so that students can master the basic knowledge of PPP and train technical talents to adapt to the development of PPP market.

2. Industry experts with high level and international vision. The one belt, one road development strategy is designed to meet the needs of PPP industry policy, system formulation and top-level design. It focuses on training high-level industry experts with international vision and comprehensive professional quality.

3. Through PPP professional skills training, improve the business level and practical ability of existing employees.

（4） Project evaluation

Project evaluation is the core of PPP project life cycle. The center will accept the entrustment of the government and social capital parties to conduct scientific evaluation of PPP projects as an independent third party.

1. Preliminary evaluation of the project. Focusing on the two evaluation and one plan, this paper analyzes the feasibility of the project for the government and social capital side, quantitatively analyzes the cost and benefit of PPP projects, and provides corresponding suggestions or hedging options for possible risks.

2. Mid term evaluation of the project. As an independent third party, it provides periodic performance evaluation on the achievement degree of performance objectives, operation management, fund use, public service quality and public satisfaction in the process of project implementation.

3. Post evaluation of the project. As an independent third party, evaluate the construction and operation effect of the project, and provide the basis for project handover.
