During December 22-23, 2020, Director Ma Zhiyuan of our institute’s Fiscal Performance Management Research Center went to Shenzhen as invited and attended the 2020 Fiscal Expenditure Performance Evaluation Work Symposium organized by the Budget Review Center of the Ministry of Finance.

The main contents of this symposium included research on the function positioning of performance evaluation by integrating the new tasks and new requirements by the fiscal system reform in new era, better exerting its role in enhancement of governmental performance and using effectiveness of fiscal funds, as well as exchange & discussion of the steps and methods in establishment of the performance evaluation system for overall department, expenditure policy, etc. Director Ma Zhiyuan from our institute made a keynote speech named Budget Performance Evaluation -- Enhancement of Management Ability or Regulatory Tool” during the meting held in the morning of December 23^rd, which discussed in details about the composition, measurement, evaluation path and methods of key expenditure items, expenditure policy cost and benefits, as well as the prospective and feasibility of big data technology in performance evaluation, etc. Finally, Director Li Fangwang of the Budget Review Center of the Ministry of Finance made conclusive speech for the meeting.

The ones attending this meeting included Director Li Fangwang of the Budget Review Center of the Ministry of Finance and related leader comrades of the Budget Department and Supervision & Evaluation Bureau of the Ministry of Finance and the Finance Departments (Bureaus) of various provinces (cities), the experts and scholars of universities, colleges and research institutes across China, as well as the principals of related consulting enterprises.
