Executive vice president Xu Fei visited Henan Provincial Finance Department for symposium

On the morning of August 14, 2020, executive vice president Xu Fei of Shanghai University of Finance and Economics and his suite went to Henan Provincial Finance Department Province to attend a seminar on how to continue the collaboration between both sides in the future.

The meeting was presided over by Li Xinjian, the deputy director general of Henan Provincial Finance Department. First of all, Wang Dongwei, the director general of Henan Provincial Finance Department, extended a warm welcome to Xu Fei, the executive vice president of Shanghai University of Finance and Economics and his suite. Then, Liu Xiaochuan, the executive director of our college, made a summarized report about the cooperation between Shanghai University of Finance and Economics and Henan Provincial Finance Department from 2017 up to now. The main achievements of the cooperation include annual training related to PPP, PPP case study, research on the overall implementation of budget performance management in Hebi, and a series of forums, etc. Liu Xiaochuan, the executive director of our college, also mentioned that it is period of opportunity for Henan's development, which hinge son talents, innovation and international vision. As for the collaboration in days to come, focus should be placed on the training and nurturing of talent, researches related to the 14th Five-Year Plan and innovation of financial management mode.

Later, Li Xinjian, deputy director general of the Provincial Finance Department, made a supplementary explanation on the early cooperation between both sides, and said that the personnel change of the  Provincial Finance Department resulted in the suspension of cooperation, therefore the early planning was not fully completed, which was a huge pity for past cooperation. For the time being, there is a rosy picture for Henan's economy, as the construction of cross-border trade and cross-border e-commerce is fruitful, and there is a positive complementation between both sides, who are underpinned by collaboration possibility. It is hoped that both sides can cooperate in a pragmatic way in days to come and implement the cooperation in detail for each project.

Next is the session of exchange between the various divisions and offices of the Provincial Finance Department and the experts and leaders of Shanghai University of Finance and Economics. First of all, Guo Hongzhen, the head of the Policy Research Office of Henan Provincial Finance Department, gave a brief introduction to the cooperation between the two sides in the early period, mentioning the wish that cooperation would be carried out with our university in terms of financial planning and sustainable development of the 14th Five-Fear Plan in the future. Next was Cai Lingshuai, director of the Budget Bureau of Henan Provincial Finance Department. He mentioned the current problems of fiscal budgetin Henan, and expressed that the main cooperation areas of the two sides in the future include the distribution research of administrative authority and expenditure responsibility, the studies on local tax system and on budget management. Then introduction was given by Han Jumin, the head of the local finance division of the Provincial Finance Department about the current situation of cross-border e-commerce in Henan Province, and she said that there is still a gap between Henan and economically developed areas, hoping to have more exchanges with university in areas such as cases of serving the real economy, and theories of finance, investment and financing in the future. Then a speech was delivered by Li Zhigang, director of the service industry division of the Provincial Finance Department. He introduced the previous cooperation between the two sides and the current work of the service industry division, and he was willing to extend in-depth cooperation in promoting the innovation and development of the free trade zone. Later, Jian Desan, executive deputy director of the PPP research center of Shanghai University of Finance and Economics, talked about the current problems of PPP in Henan Province, and expressed the wish to promote the cooperation in PPP research and training. Yang Qingyu, the deputy director of the cooperation and development division of our university, explained how the division implemented the cooperation, and introduced the current work of the division about alumni association. Liu Yonghe, the director of the office of our university, introduced the cooperation between our university and the Provincial Finance Department, including PPP training and the establishment of Henan Branch of PPP Research Center, and expressed the hope to extend the scope of cooperation on the basis of previous cooperation. Liu Xiaochuan, the executive director of the college, also said that the previous cooperation between the two sides had some limitations, so we should enlarge the scope of cooperation in the future and comprehensively interact and communicate with various departments of the university. Subsequently, Pan Zhiren, the director of the cadre education center of the Provincial Finance Department, put forward some areas in which collaborations are expected in the future, including providing advanced courses for the online college of the Provincial Finance Department, improving faculty of training for the financial system, and various training cooperation in the future. Zhang Lei, the deputy director of the performance division of the Provincial Finance Department, said in his speech that cooperation in budget performance management was supposed to be carried out not only in Hebi but also at the provincial level for the implementation of requirements from the central government. Nie Chunguang, the full-time supervisor of the enterprise supervision office of the  Provincial Finance Department, proposed some cooperation contents concerning enterprises, including the research on major issues of enterprise development, study on capital market investment and financing, etc. Li Wenyu, the director of the office of the Provincial Finance Department, said that two or three relevant experts of the university could participate in the formulation of Henan's fiscal policies to offer help in advancing the construction of Henan's financial legal system. Long Xinchang, the second level inspector of the Provincial Finance Department, said in his speech that the Provincial Finance Department and the university should be well oriented in the cooperation and should give full play to their respective advantages. It is hoped that in the future cooperation, the exaltation would be made on research topics according to the requirements of the Provincial Finance Department, so that the achievements can be efficiently converted and fully utilized.

After the exchange session, executive vice president Xu Fei delivered a speech, in which he mainly mentioned the following crucial points: first, the study and judgment of the international situation should be enhanced with a close followup of the current key and hot issues; secondly, the replicability and utilization of research achievements need to be improved to transform excellent achievements into promotable experiences; PPP center should continue to deepen cooperation, and do a good job in the research of TOD(Transit-oriented Development). The scope of cooperation should be broader and more diverse, such as tax reduction, innovation research, financial technology and other aspects, and carrying out personnel training and subject research and policy decision consultation, etc.

Afterwards, Wang Dongwei, the director general of the Provincial Finance Department, delivered a speech, in which he said that both the Provincial Finance Department and the university should summarize the previous experience and conduct a new round of cooperation. At present, the vantage overlapping of two major policies, namely the Rise of Central China and the Ecological Conservation of the Yellow River Basin, endows Henan with an important position. However, Henan is urgent need of solving the bottlenecks and problems in talent, scientific research, industry and governance. Therefore, in the future cooperation, both sides need to identify the problems, flexibly determine the research direction and carry out conscientious research, prioritize the most urgent problems, and ensure that the research achievements can be utilized and converted. He also said that the scope of the 14th Five-Year Plan is enormous so we should discern key points. It is hoped that the resources of Shanghai University of Finance and Economics can be utilized to render a new chapter of collaboration.
